Your opinions about the dog run

The Dog Run
I'm in the 8am-9am group. Our common complaint is the condition of the fences, specifically how short they've become since the Parks Dept dumped all those wood chips in it. Auggie's jumped over it once and I suspect others have too.
But I'm curious what other dog run denizens, especially those who are there at other times, see as issues that need to be addressed.

Woodchips
Since the beginning of use of woodchips I have been shoveling and spreading chips. I have recruited several run users to help shovel and move the chips. With the present "CREW" it takes 4-5 hours of work to shovel,move,spread,and rake 1/2of the woodchip covered area. The covering of the entire area of the run that is covered in chips takes between 2 and 3 day of work. The amount of woodchips in the run now that need to be moved and spread out to keep the run clean and dogs from jumping over the fence needs more manpower.
I have also planted Morning Glory vines along the fence as you may have seen. This covers the wooden fence and creates more of a barrier for the dogs. I believe it gives more of an illusion of a higher fence. If you know any run users that have shrubs in their yards or bushes they no longer want please let me know. I have also planted Rose of Sharon. This was to give the Male dogs something to mark and also try and create a barrier. Unfortunately they haven't spread as well as I would have liked and some run users and their dogs have chopped or chewed up some of them. But I will keep trying to come up with a reasonable barrier to keep the dogs inside the run.
